• Yes, has call block button and instruction manual say up to 150 numbers can be stored.

• Yes it does. I believe it's 100 numbers, not entirely sure about that number because I have not blocked that many. You can just scroll through Caller Id to find number, hit menu, then scroll to save as block. You can also block all "unavailable" callers
