“My cell is paired to link 2 cell base. I can answer calls with the handset but when I dial using the Panasonic phone the call goes out on the cell phone only and is not connected to the Panasonic base or handset. What to do.”

Not usually happens with phones like Panasonic, Samsung, or others but it should not do that. Try contacting the company. Might be helpful.
