"Landline" is an ambiguous term because some people include VOIP in that category, and some people don't (They only count POTS, or analog service, which barely exists today). Like all phones, these devices are sold separately from the service that makes them work, and since they don't operate on cellular technology, the short answer to your question is YES, you have to have a "landline" service to operate them.
