Rather than being an expansion, it is more of a “directors cut” of the game including elements not found in the original game. It also fixes a lot of the mechanical issues that the original Persona 5 had included improving dialogue, frame rate, and bugs.

You don't need the base Persona 5 game to play it, it is the entire game but with quality of life improvements and some additional content that could otherwise be considered DLC, but is added into the full game instead.
