Yes, you can hook it up to a TV that has an AV output port and comes with a small (5" or so) cable with RCA end. You would need to purchase an additional cable with RCA Male end to whatever type of port your TV has for an input. Yes, it will play music only CDs. I think this device will work for you with a couple additional, minor purchases of accessories. Good luck.
