You do not need another hub if adding bulbs. Also I don't think you need another hub to control more than one floor. The hub hard wire connects to your router. So you should only need one. The bulbs and other philips devices connect to that hub via wireless. So you could have an issue with wireless connections from bulbs to your router if they are too far away.

The bulbs are sold separately for 14.99, sometimes on sale for a couple dollars less. Everything must be within range of your wifi router to work. This is probably the cheapest way to start building a hue system.

You may need another hub for a two story house depending on the how much material is between the hub and lights. In my place I only need one, but the hub had issues going though 3 walls to my kitchen. If I could relocate the hub that would solve the problem but I can't where I'm at. I haven't tried controlling my upstairs neighbors lights with my hub as it would cost me money and freak them out. :)
