• Not sure about Harmony Elite, but the Hue Bridge and the Switch Module or any other acceesory will surfice to operate your Lights/Lighting Scenes. WiFi must be available for Bridge connection.

• I believe anything that you would like to use to control something in the Phillips Hue ecosystem needs to go through the bridge gateway.

• I do not think you will be able to see those hue lights in your Harmony devices without using the hue hub

• I'm not familiar with Harmony. What I do know is you need the bridge to communicate to devices like Alexa. I believe you can use the Hue App without the bridge but I recommend it as you have a vast array of options.
