You can use them as standard light bulbs by turning the lights on and off with your existing switch. In order for them to be used by a smartphone you have to leave the power on to the light at all times.

If you want to just dim/have few preset scenes, I think you can set it up through hue switches. In any case, these lights work through the philips hue bridge, which can only be set up through smartphone/tablet. If you are adventurous, set up something like IFTTT and put an Alexa/Google home in your grandparent's house? Then they can talk to a machine to change the color of the lights.
