You are supposed to be able to use the hub and lights on a closed LAN network. I haven't specifically tried it yet, but it does seem that I don't have a connection if my internet connection isn't working. That might be due to configurations on my end though.

But you won't be able to control anything away from home. You got me wondering on this now! wait I am going to disconnect my modem from my router & see if they still work. BRB ! [ like you are waiting on me NOT LOL] OK Here is my results with my little experiment! You CAN control the hue lights thru your home router network using your smart phone! However I have lost all control of them using my Amazon echo dots etc since they do rely on WiFi to communicate! So YES you can use them WITHOUT internet with your in home WiFi network! But you do need the internet to download the hue app & initial set up! I hope this helps give it a go mine is working with no internet with my smart phone app thru the router only!
Sorry, there was a problem. Please try again later.Yes but you’ll have limited capabilities. Internet let’s you update firmware and access bulb status anywhere. Otherwise if it’s on the same network as your mobile device then it will work just fine.
Sorry, there was a problem. Please try again later.I haven't tried it but, in theory, yes. I can control these from outside of my network with my phone, so you may lose that functionality. Honestly, You can buy the Dimmer Switch that works with up to 10 of these. If the bridge won't work, just grab one of those.
