• Almost certainly not. Hue uses ZigBee for communication and ZigBee is a low-power standard that operates in the 2.4GHz frequency range. 2.4GHz waves are absorbed very efficiently by water.

• They should work, the bridge covers big spaces. If you have a big pool, maybe they won't be bright enough.
