The headphones automatically connected to my IPhone XS without issue. So it shouldn’t be an issue with OIS at all. Perhaps a call to customer support would be best and or check phones blue tooth settings.

When you first take the headest out of the box it automatically goes into pairing mode. Most likely that is how it first paired to your iPhone. In order to make it detectable to ther devices, you need to set the headset manually in pairing mode. To do so, hold the power switch in the upmost position for up to 8 seconds until LED flashes red and blue repeatedly. This means the headset is in pairing mode and you should see the PLT device listed under Bluetooth settings ready so you can select it.
