“Is this an ECC or Non-ECC Memory?”

• This is Non-ECC memory. Whenever you see "Desktop" in the description it's a good bet that it's Non-ECC. ECC memory is usually synonymous with servers for that extra bit (literally!) of memory integrity. Please note that there are "some" workstation class desktops that use ECC.

• This is Non-ECC. I do not think that BestBuy carries ECC memory since it is generally for servers or high end workstations.
