Before Cloning you should shrink you Windows drive partition to a value of less than 480GB then Clone it to the 480GB. After the clone go back in to Disk Manager and Expand the drive back to the full 480GB of the new SSD.

But, keep in mind that it's recommended as I understand it that SSD's have about 20% free space to work optimally. So eventually full really means about 380 GB. Your 1 TB drive will make a good secondary drive when your SSD is up and running.
