It's not, Starlink uses a proprietary connection end, on an otherwise Cat6 cable with these ends connecting to each device. That black ring on the end is a water barrier (they're outside etc). The cable itself is Cat6, but there are above standard POE uses on this cable so I'd just go with this, it has the proper shielding etc for that use. The above average power is to power the dish including it's movement.
