• Ring cameras uses WIFI/INTERNET. Unless he is wearing a JAMMER. If not, you have an Internet signal problem.

• Bluetooth headsets shouldn't interfere since they are wifi based. It's possible that he has a wifi transmitter that is interfering. I would suggest installing the ring chime half way between your wifi router and your camera. It will boost your wifi to give better coverage.
