After researching this further it appears you need a device called a tivo stream. Which I can't find at the tivo store.
Sorry, there was a problem. Please try again later.with the Tivo app you are supposed to be able to select a recorded show then select watch now and choose to download it. The app menus have changed and I attempted to do this and a got a progress bar in my shows like it was downloading but after an hour it never finished or appeared in the iPad section of my shows. I gave up and deleted it so i don't know if it would have eventually loaded it on my iPad. It would not let me stream it as it was loading.

You can also just download the app on any mobil, laptop, or tablet and watch it on there as long as you are connected to the same network that your Tivo is connected to.
