• yes but i think if you have 2 USB's plugged in, it divides the power among them.

• No, but really the charge time isnt too different. I plugged into my samsung fast charge and the rocketfish surge protector to test it. The difference in charge time was 4 minutes, fast charge being 39 minutes and the rocketfish being 43 minutes. I hope this helps.
