“I live in an apt. building and the typical flat antennas always miss some channels wherever I have located them. Power adapters only make it worse. Will this work if I put this on the inside of a window?”

It will work if you put it inside at the window but not as good. It will tilt so I put a put a extra bolt in the tilt part so I can adjust it when some channels need a different position. I'm not sure you want to get this or not but if you can set it up outside you would have better luck.
