• you can sign into your xbox account and progress should sync up like it would switching from xbox to xbox

• No, you won't be able to play Fallout 76 on your Xbox console. You need to purchase it through Microsoft Store or Steam and start over with a new character. This game doesn't support cross-progression between Xbox and PC.
