• You cannot pay Xbox console exclusive games, no. This is essentially a handheld PC, despite the marketing suggesting it's an Xbox. It's not an Xbox.

• It is a PC. You can only play PC games on it. You can only stream actual console games from an Xbox or using Cloud Gaming.
