• there are channels for almost anything available for Roku. Private channels are not about x-rated content, I would search for "Canadian news on Roku channels" and see what comes up. might take some digging, but searching for "Roku private channels" and "XTV" would be rewarding.

• I don't know. It typically will broadcast nationwide networks like ESPN or History Channel but localized stations I have seen and I doubt it because it's not in real time.

• YES. You have to add a channel that has the Canadian news channels. Try X-TV or Channel Pear. There are a number of Canadian channels that can be watched in the U.S, but others only air in Canada.
