Sling is an app you can download but it does cost 20-40 dollars a month

You have to order it, but I think they will give you a free 2 week up to 2 month trial if you sign up through Roku.

Sling TV is extra. The app for Roku is free, but the service itself isn't.

Sling TV is a pre-installed channel on Roku. There are literally thousands of channels to choose from. You can add or delete any channel you want from Roku but you have to pay the fee for any channel that requires payment. Netflix, Hulu, etc.
