No, you don't need a receiver for Roku, but you do have to have an internet connection (wireless or wired). Mine is running on wireless at this time. You also have to have access to a computer for initialization: part of the setup procedure.

The Roku device talks to your wi-fi, and then out to the internet. So, no need for Dish Network, but you do have to have internet access. via a router or a hotspot on your phone. (if you do use your phone as a way out to the internet, you will be using your phone's data, so be careful).

A subscription to a cable or satellite company is not required. BUT, in order to watch most, if not all of the cable based programming such as History, Discovery, TLC etc... You will need a cable/sat subscription to log into those channels. Hulu, Sony Vue and others have those same shows but they may not offer the most current episodes and of course Hulu & Vue have a monthly fee, but much cheaper than any sat/cable subscription.

No you do not need a reciever. As long as you have internet you can use Roku. If you don't have a wifi signal then you'll have to hook up via ethernet cable.

No you don't need a receiver I plugged it to my tv with a HDMI cord and plugged in to a power outlet once I synced to my WIFI I was able to start streaming fine.

You need a Internet connection. If you can connect directly you will receive the fastest speed. WiFi also can work well, if you WiFi works well.
