Hello Bob, There is no monthly subscription or fee to use Roku, all you have to do is buy the device and stream away. There tons of free content on Roku like The Roku Channel that offers 500+ free live TV channels. Apps such as Netflix, Hulu, Disney, Etc require their own subscriptions that are separate from Roku.

Bob- There are no monthly fees, there are apps though and features of the Roku that require a subscription, but basic Roku functionality is free, depending on how you integrate. ML
