Yes you must have a charge card but you could simply load a prepaid. It is so you can get apps that charge a subscription straight through the Roku and not have to go to the website. It is also so you can rent movies or purchase movies. You set a pin so you can’t accidentally spend money and then you use that pin every time you want to make a purchase. Some apps like VUDU and Amazon also want cards so you can buy stuff from them.

As for question #2 - Although it asks for your credit card info during the set up process, you are not charged anything. It just asks you for it for long term ease of use. For instance, if you wanted to subscribe to an app or rent or buy a movie, you don't have to grab and type in your card info each time.
