No, it's not true. If you are asked to activate your Roku, it's a scam. Check out Roku's Q&A about the "fees" they charge.

Set up worked with out activation fee, but it does not allow you to complete setup without entering a valid credit card info. So if you clicked on any "pay content" (and there are many, many), then you will be charged, so be very careful as to what you click to watch. I had Roku for six months (I do not use it very often), but so far no charges.

Sorry, there was a problem. Please try again later.I did not encounter any activation fee for the roku itself however some of the apps (hbo, etc) require a fee if you're not already a subscribing member. However if you are a subscribing member there's no fees to stream it through roku.
