According to the direction you should be able to. I have both and unplugged my old Apple TV and use Rokus daily.

No, that's not available on the Roku. That's not to say it isn't possible, it might be through an Roku app. However you CAN cast (through Mirracast) from your phone or laptop to your TV. It works pretty well too.
