Is Tello drones inside and outside or both null

More inside than out but if the wind is not an issue you can do both.

I would say inside with good light. Outside a good wind will take the drone and in the evening or dark room it's hard for it to use it's sensors.

You can fly indoors or out. It comes with removeable prop guards.
