To answer your question, it should read 19.9" and 19"-15/16. If another viewer questions the fraction format vs decimal format, it's the same measurement as well. The fraction measurement is using 16 equal parts of an inch and this is 15 of 16. In decimal format it's .9375 when you divide 15 by 16. It's the same as saying .75 or 3/4ths. It's just 2 ways to say the same thing.
