Yes it does Connect an HDMI cable (not supplied) from the HDMI OUT (TV-ARC) jack on the bottom of the product to the HDMI IN jack on your TV.

Yes. I have connected mine to an HDMI-ARC connector that is built into our new 48" TDL Roku TV. It was the availability of an HDMI-out connector on the Samsung sound bar that convinced me to buy it.
