Yes, a good soundbar is as good as surround sound. Keep in mind, you pay for what you want. I haven't done a comparison of surround sound systems and soundbars, but this Samsung 3.1 is every bit as good as a mid range surround system. Several of my friends have 'theater rooms' in their basements designed around acoustics and viewing pleasure and this does not compete with that, but the price jump to the next step in quality is double or more.

Like anything, that depends on how much money you have to spend. A soundbar is not as good as a high end surround system, but it is generally a big improvement over your tv's built in speakers. Just depends on your budget.
