“I just purchased the 3.1 Samsung sound bar and when I turn the TV on the volume goes max. I can turn it down with remote but time I let off the remote the volume goes back to the max level. What is controlling it?”

I had Geek Squad to set mine up, and it does not do what yous is doing. I would call Geek Squad to come out and check it out, it may be defective.
