“Why is it that there's not a lot of water coming out I see only a little be of water and a few spin's not enough water coming to cover all the clothes . Is this normal?”

It shuffles the clothes around and adds water as needed until its the right amount for whatever you put into it, then it begins the cycle. Perfectly normal for a high efficiency washer.
