You could have your tubes to the hot and cold water mixed up. Try reversing them and hooking up again.

The presence of steam may be normal depending on the difference between the temperature of the clothes/water and your laundry room, especially since the cold and eco warm settings may use hot water mixed with cold to achieve the goal temperatures, depending on your home's tap and water heater temperatures.
