Caused by presenting picture at a high frame rate (higher than what we are used to with movies). To make it go away, turn off the "Auto Motion Plus" function. Under Picture -> Picture Options menu.

In general, it is a nickname given for the interpolation that Digital TVs use to create a smoother frame-rate for video sources shot in a resolution that doesn't neatly map to the TVs refresh rate. This makes sources shot on Film (which has an odd refresh rate) look like it was shot on Video (which maps neatly). The name comes from the fact that Soap Operas are shot on Video. I'd suggest googling the term, or checking out http://www.wired.com/2014/08/wtf-just-happened-soap-opera-effect/ for more information. If you're asking specifically about Samsung TVs, then the "feature" you want to disable, then for me it was: Menu -> Picture -> Picture Options -> Auto Motion Plus and set Auto Motion Plus to "Off"
