Pictels define the number of boxes broadcast to present the picture you are viewing. The higher number of pictels the clearer the image. Most stations only broadcast from 440 to 770 I believe. Some digital stations may broadcast up to 1080 - blueray movies might now range to 2160.

It's called 4K due to the number of pixels on the horizontal axis being rounded to 4,000. That being said, consumer TVs are not true 4K, as the DCI 4K standard is 4096x2160, which is a 1.9:1 aspect ratio.
