Are you by chance watching the TV through a cable box? If so is the volume turned down on the cable box? Occasionally someone in our house will use the cable box volume control rather than the TV volume and we experience what you are describing.

You need to connect it with an HDMI cable and use the ARC function on the set to connect the bar but the sound quality was great. Even my wife who does not like any of my electronics found to be a great improvement.. I would think any sound bar in that price range that supports ARC would sound good and give you the volume you are looking for.any other connection.ie. Audio cable sounded worse than what the TV does if you could image that.
