“I just got this tv. I’m watching movies on Hallmark channel, etc and the people kind of freeze for a moment before going to the next scene! Like tv is stuck then corrects. I’ve got Spectrum cable. Never had a tv do this. Do I have the settings wrong?”

I noticed the same thing last night. However only on the Hallmark channel so it makes me think it’s the channel and not the TV.
