“Is anyone else experiencing terrible picture quality? I thought it could be HDMI so I got an HDMI 2.0 but that didn't change much. I've also calibrated it per rtings. Do I need to change my cable box in order to get 4K picture? hardly getting HD quality”

You will only get true 4k from 4k broadcasts and discs. DirectTV, Netflix, and Amazon Prime offer 4k broadcasts.
