Like a computer, TV's have a processor. Q60 is one of the earlier processors with Q90 being the latest and greatest. So as you go from 60 to 90 the processors get newer and typically process information faster, so they should make for better overall quality. And I have to say, a Q90 LED has the best contrast with blacks and whites and are comparable to C9 OLED, with the Q90 having a much brighter picture.
