The wall behind the frame should be really smooth. An outlet there could cause it not to be flush with the wall and you would notice that it doesn't lay properly. You won't be able to use that plug anyway so I would remove it or move it down. We created a channel with pvc pipe to run the one connect wire down behind the wall.
