• No. Apparently play position memory is a DVD player thing, I have never known any Blu-ray player to remember a disc play position for either DVD or Blu-ray.

• This depends on the title and player capabilities. Some discs allow it and others don't. Some save BD-Live which a DVD won't do. Only Blu-ray. The short answer is this player can do it but only if the media allows it.
