Theoretically yes. Each drawer has a shelf above it you can just remove the drawer but it is not adjustable height shelving.

Hi BillN! That sounds like a great idea! While the shelves can be adjusted, the shelves and drawers are not able to be switched in position. This is due to the the way each of these sits inside the refrigerator and the brackets used. ^Jecca
