No. It requires you have an existing monthly service with Verizon. This phone can replace an old phone using a current existing number or it can add a new phone number to your existing plan with Verizon. Verizon will bill a one time activation charge of $30 for either choice. When you first start the phone it will walk you through the setup and activation. I just did this on Dec 31st. Important tip - backup your contacts BEFORE you activate the new phone or you won't be able to backup the old phone as it will be deactivated with Verizon. I'm adding a few manually every night smh. Also you will be charged by BestBuy.com your state sales taxes on the full price of $240 when you purchase it. This is because Best Buy will pay Verizon the difference for the full cost of the phone as part of the sale while you contract to pay monthly the $4.99/24 months. You can read all the details during the purchase.
