The phone has that capability, my iPhone had the capability too, but with my carrier (at&t), it would require additions to my phone plan. = more money. Depends on your phone carrier.

Yes it can but that mostly depends on your plan with you provider. If it's AT&T, Verizon or Sprint you have complete access to use your phone as a hotspot with a data share plan which uses your allotted data amount. If you have an older plan then you need to have the feature added to your line (often at additional monthly cost).
