“How come the unactivated device costs so much and is locked to one carrier (At&t in this case), it's not useable internationally? Doesn't the device come unlocked to use in other countries?”

if you buy an AT&T branded phone it will be locked to AT&T's network. You can request an unlock code from them by going to https://www.att.com/deviceunlock/#/ Check with your local cell providers BEFORE buying this phone. The phone is set to ONLY the following frequencies: 4G-LTE Bands 1, 2, 3, 4, 5, 7, 8, 12, 17, 20, and 29 3G/4G - UMTS 850/1900/2100MHz GSM/GPRS/EDGE 850/900/1800/1900MHz
