No. It is a new device. Unlocked means that the device can be used with any phone carrier including an international carrier if you are traveling. You will need what is called a SIM card (similar to an SD card) from the carrier to activate your new phone with that carrier. There is a generic SIM card that comes with the phone. If you activate while making your purchase, you will receive a carrier specific one with the phone. You just swap the two to activate with the phone company you chose. In the future, if you decide to change phone companies, you can switch using your same device. You just need another SIM card from the new company.

If you buy a phone from Verizon (for instance) and you decide that you want to change to AT&T as your cellphone service provider. You will not be able to use the phone you have because it is "Locked" to Verizon. and when you buy a phone from AT&T you wont be able to use that phone if you decide to switch back to Verizon because it is "Locked" to AT&T. An "unlocked" phone means you can use it with any cell phone provider that supports the device. It also usually means you will not have a ton of "bloat-ware" (useless or unwanted apps) installed on the phone. And it also usually means you will have to arrange financing another way (credit card usually) because you will have to pay the total cost of the phone up front.
