You should be able to use a 128GB MicroSD card. I have one in mine. Make sure your card is from a reputable brand. I've seen many from wish.com, etc. go bad after little to no use.

You can. I had the Note 8, Galaxy S9+ and had a 256 gig card that I just moved from one to the other to the Note 9. Unless there is something physically wrong with your 128 gig card, you can absolutely use it in the Note 9.
