Factory unlocked. It's a new phone. I'm guessing it was tmobile until they wanted to take it off the shelf since it's outdated and they unlocked them for a quicker sale. You'll have to buy a SIM CARD. Call your carrier and they'll mail you one far cheaper than buying one in a store.

When powered up, they display and play the corresponding splash screens and jingles. Default ringers are the T-Mobile jingle and AT&T jingle, respectively. However, both phones are fully functional on the T-Mobile network, and come brand-new in their boxes, already unlocked. Although these phones appear to have been intended for a given carrier, it seems as though they were never actually linked to a given carrier. Cheers!
