• you don't have to have a contract to pirchas, but to activate you must have a data plan, however it can be used via WiFi without network

• I don't know much about other places but where I live you can get it only with a contract or pay extra for a so called no contract....but either way when you switch carriers you will probably have to switch phones. Even unlocked I found no one could use my S 5.....

• most providers are moving away from contracts, however your phone may not be welcome or even network compatible if you want to switch carriers if that is why you are asking
